Lithgow Halloween 2026 – Expression of Interest (EOI)
Lithgow City Council is seeking performers, artists, creative groups and activation providers to help deliver the 2026 Lithgow Halloween Event.
We are looking for high-quality, safe, engaging and themed entertainment to transform the Lithgow CBD into a vibrant and family friendly Halloween experience.
Submissions are invited from:
Stage performers and musicians
Roving or atmospheric characters
Interactive or immersive performers
Circus, stilt and specialist skills acts
Installation and activation providers like face-painters, reptile shows, play-zones etc
Schools, choirs, dance groups and community performers
A total of $40,000 is available to support selected paid performers and activation providers. Please note that this is a total pool and a large variety of acts will be engaged.

We welcome a broad range of creative contributors including musicians, circus acts, dancers, roving characters, immersive performers, installation artists, interactive activity providers like face-painters, reptile demonstrators and play-zone facilitators. The focus is on safe, engaging and thematically appropriate entertainment.

Applications will be assessed against the following criteria
Artistic quality and suitability
Alignment with Halloween theming and target audiences
Safety and compliance capability
Technical feasibility
Value for money, with consideration for achieving a diverse and well‑rounded program within the total funding available
Community benefit, accessibility and inclusion

Yes. A total of $40,000 is available for paid performers and activation providers. Community groups may apply for paid activations or propose to participate voluntarily. Please note that value for money will be a key criterion for assessment and individual applications for amounts greater than $10,000 are unlikely to be successful, unless they are for multi-faceted activations involving a large number of individual contributors.

Yes. Public Liability Insurance for no less than $20 million is required for all paid performers and providers.

· You will need to complete the Council contractor WHS onboarding, unless you have done this within the last 5 years.
· Provide a Working With Children Check, where applicable
· Be able to provide Council with an invoice and complete the steps to be onboarded into the Council finance system. Community groups or individuals that do not have an ABN and/or are unable to do this may apply through an auspice.

Potentially. These activities require full safety documentation and will undergo additional review to ensure they align with event safety requirements. Submitting a risk assessment for any high-risk activities is advised.

Submissions will be assessed by the Halloween Advisory Group, a volunteer panel representing local community, creative and business sectors.

All applicants will be notified by 15 July 2026.

Performers are expected to supply any specialised equipment required for their act within the requested amount. Council will provide staging, audio and technical support where necessary, as well as general event infrastructure. These production elements are funded separately to the EOI pool.
Please ensure you outline all technical requirements in your application where prompted. Requests for additional technical elements made after the EOI process has concluded may not be able to be accommodated.
